In Underwater Cities, players each create their own underwater nation. They collect resources for urban planning, for a transport network, and the facilities that enable life underwater. All this is done via a card mechanism that allows you to select various actions. If the card matches the action, the player also gets an advantage from the card itself. Sometimes, however, an action is so tempting that the player will choose it even with a non-matching card. In other cases, the advantage of the card is so important that the action chosen with it hardly matters. The main thing is that it matches the card. Weighing these decisions well is the key to building an undersea habitat where humanity can flourish and thrive.
