It should be big enough to slide over the dog's head. For most breeds head opening should be no less than Neck measurement + 2 inches. Some breeds ( for example French Bulldog) have heads larger than Neck + 2 inches. We recommend measuring widest part of the dog's head. These harnesses are designed for smaller dogs usually not larger than 35-45 lbs
